Explosive Evidence Analyst - Quantico, VA (3256)

Eagle Harbor, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a in Explosive Evidence Analyst in Quantico, VA.

Position Responsibilities:

  • Performs evidence inventory tasks to properly inventory items, photograph evidence, check-in evidence, create appropriate examination plans for the evidence, perform data entry into multiple database systems, follow proper classification guidelines, maintain the chain of custody, mailing / shipping evidence, proper serialization, storage of all case records, and maintaining administrative records of all evidence and forensic materials. These functions of EMU are carried out in two locations, both in Quantico (referred to as EMU North) and Huntsville (EMU South) laboratories.

  • Perform and document safety-check practices on all evidence submitted for explosives testing.

  • Utilize EMU X-ray equipment to produce clear x-rays that are sufficient for accurate interpretation of potentially hazardous devices submitted.

  • Perform x-ray interpretation, in collaboration with other qualified individuals, to determine if a device is safe, or needs to be rendered safe, by qualified SABT or FBI Forensic Device Examiners.

  • Assist SABTs in the disposal of, and / or render safe, live explosive devices IAW all applicable laws, rules, regulations, methods, and procedures.

  • Assist in the proper transport and storage of explosive devices and materials IAW all applicable laws, rules, regulations, methods, and procedures.

  • Assist SABTs, or Forensic Device Examiners, in conducting comprehensive assessments if requested.

  • Prepare detailed documentation and reports associated with explosives storage, explosives inventory, explosives safety, explosive management program, and range activities.

  • Receive, open, and inventory evidence. Initiate and maintain proper evidence administrative documentation, including chain-of-custody of all forensic evidence under examination and be able to perform the duties associated with evidence management and data entry into various databases for evidence processing.

  • Research, develop, and author whitepapers and information papers, as required. Receive evidence submissions.

  • Open and inventory contents of evidence submissions.

  • Create appropriate laboratory examination plans; enter accurate data (laboratory number, case ID number, item numbers, and descriptions) into various database tracking systems.

  • Create and utilize either electronic or paper chain-of-custody forms for all evidence transfers.

  • Utilize Sentinel and other USG database tracking and record systems for researching incidents and determining appropriate classification designations.

  • Enter data into EXPeRT, Forensic Advantage (FA), and / or other database systems; create examination plans; generate barcode labels, packaging, and shipping of evidence.

  • Photograph contents of submission so accurate records are maintained for casefiles.

  • Upload photographs to local hard drives and backup hard drives.

  • Upload photographs to appropriate databases.

  • Stage evidence submissions and documentation for processing by the forensic and technical exploitation teams.

  • Prepare evidence submissions for return to contributor or central repository and / or packaging / shipping to other designated locations.

  • Review documents and photographs to ensure appropriate classification and dissemination marking are present. If not, then add the appropriate markings to the records, as appropriate.

  • Prepare all administrative case records for final closure by ensuring they are compiled, marked, and serialized in Sentinel.

Position Requirements:

  • Fully adjudicated Top Secret clearance.

  • Bachelor of Science degree in the natural sciences or a closely related field.

  • At least one year experience in casework.

  • For explosive-related duties, must have at least five years handling explosives (Explosives Ordinance Disposal (EOD), performing and interpreting x-ray capture / images, explosives demolitions, explosives safety management, and explosives range safety).

  • Demonstrated ability to study and pass training, examination, and testing assessments.

  • Must be organized, proficiency in database entry, and competency using Microsoft Office programs (Word, Excel, Access, Outlook, and Power Point).

  • DOD or FBI certification to perform explosives operations.

  • Equipment requirements: Steel Toe Boots required for range work or work with power equipment.

  • Must be able to communicate fluently verbally and in writing, in English, at the bachelor’s degree level, be able to understand and execute complex verbal and written instructions in English, be able to express complex issues verbally and in writing in English.

  • Must be competent in operating an IBM-style microcomputer in Windows and/or UNiplexed Information Computing System (UNIX) environments.

  • Must be able to discuss complex technical issues in English, using a telephone.

  • Must be competent with Microsoft Office products in a Windows environment and be competent with computer file management in Windows and/or UNIX environments (creating and deleting files and directories, finding, renaming, copying, and moving files, etc.).
