MITRE has an opening for a government contract professional responsible for all aspects of contract negotiation, management and administration primarily supporting of the Center for Transforming Health (CTH) Health FFRDC (Federally Funded Research and Development Center).

Job Description:

  • Provide cradle-to-grave contract administration expertise primarily supporting MITRE’s contract with the Center for Medicaid and Medicare Services (CMS). Additionally, provide surge and back-up support on other in other contract areas, including direct contract engagements with other federal, state, local, non-profit and commercial entities that align with MITRE’s corporate strategy.

  • Be an engaged business partner by providing agile, responsive, decisive advice and counsel at the project/program level to meet mission needs.

  • Regularly exercise independent judgment and discretion in supporting project/program planning activities and solving complex contract issues, with a focus on clear communications and relationship management with internal and external stakeholders.

  • Build trusted collaborative relationships with Government Contracting Officers and negotiating outcomes in the best interest of MITRE and our Government Sponsor.

  • Form strong internal partnerships with colleagues, stakeholders, and program leadership.

  • Proactively contribute to contracting strategies and initiatives that support MITRE's business model and goals.

  • Contribute to new and innovative solutions.

  • Define, interpret, and implement corporate policy as related to contract commitments and performance.

  • Identify, track, mitigate and resolve risk issues.

  • Review task order descriptions of work applying FFRDC contracting expertise and technical understanding of the Health FFRDC’s competencies to determine appropriateness of work.

  • Provide timely input into contract systems in response to awards and modifications.

  • Provide timely and responsive generation and negotiation of supporting contractual documents, such as non-disclosure agreements, software evaluation. license agreements and public release requests.

  • Provide contractual and business recommendations to technical staff regarding proprietary information, patent disclosures, intellectual property, and other contract issues.

  • Review and manage Contract Performance Review Assessments (CPARs).

  • Process Freedom and Information Requests (FOIAs).

  • Work closely with Finance in managing accounts receivable and answering Sponsor inquiries about MITRE invoices.

  • Work with Close-out team to ensure proper close-out of Task Orders.

  • Promote the FFRDC role and value internally and externally.

Basic Qualifications:

  • Typically requires a minimum of 5 years of related experience with a bachelor’s degree; or 3 years and a Master’s degree; or a PhD with 1 years’ experience; or equivalent combination of related education and work experience.

  • Working knowledge of U.S. Government contract laws and regulations.

  • Submitted proposals and negotiated contracts with federal government entities.

  • Experience working with multiple contract types (FFP, T&M. Cost Reimbursable, etc.).

  • Ability to exercise independent judgment and make informed decisions and meet deadlines.

  • Excellent customer service skills. with ability to initiate and foster collaborative relationships both internally and externally.

  • Demonstrated strong verbal and written communication skills.

  • Strong working knowledge of Microsoft office applications in a Windows environment.

  • Demonstrated ability to make informed decisions, manage and prioritize workload and meet deadlines independently.

  • Ability to work in consultation and partnership, rather than formal supervision.

  • Bachelor’s degree in business administration, Finance, Accounting, or related field.

Preferred Qualifications:

  • 3+ years of experience in contract negotiation/administration, preferably specializing in contracts.

  • Experience working with Federal Grants.

  • Experience working with state, local, and non-profit institutions
